CGA and PSQCA Partner for Financial Digitization Reform
KARACHI – In a major step toward institutional modernization and financial transparency, the Controller General of Accounts (CGA) and the Pakistan Standards & Quality Control Authority (PSQCA) have signed a landmark Memorandum of Understanding (MoU) to implement the Financial Accounting and Budgeting System (FABS) within PSQCA.
The agreement formally initiates the rollout of FABS across the authority and represents a central pillar of the reform agenda led by PSQCA Director General Dr. Sayeda Zia Batool. The initiative aligns with the broader governance vision of Federal Minister for Science and Technology Khalid Hussain Magsi, aimed at promoting fiscal discipline, transparency, and public trust through digital transformation.
Signing Ceremony and Strategic Support
The MoU was signed by Abdul Basit Jasra, Director General (Management Information Systems), on behalf of CGA, and Dr. Sayeda Zia Batool on behalf of PSQCA. The ceremony was witnessed by Secretary Ministry of Science & Technology Shahid Iqbal Baloch, who termed the agreement a vital step toward enhancing accountability and institutional efficiency.
Under the agreement, CGA’s Directorate General (MIS) will provide full technical assistance to integrate FABS at PSQCA’s headquarters in Karachi and across its regional offices nationwide.
Key Features of the Collaboration
The partnership includes several major components designed to ensure smooth implementation and long-term sustainability:
- Automation of Payroll and Pension Systems: Free software licenses will be provided to digitize salary processing and pension disbursement, eliminating delays and manual intervention.
- Deployment of SAP Experts: Specialized SAP professionals will oversee system deployment to ensure operational efficiency and compliance.
- Capacity Building and Training: Structured training programs will equip PSQCA staff with the skills required to independently manage and maintain the system.
- Adoption of National Chart of Accounts: Financial reporting will align with national standards, ensuring transparency, uniformity, and audit readiness.
PSQCA will oversee the procurement of necessary hardware and the development of a secure network infrastructure to support the system.
Toward Digital Governance and Accountability
Dr. Sayeda Zia Batool described the initiative as a transformative reform aimed at eliminating manual processes, minimizing discretionary practices, and enabling real-time financial monitoring.
The signing of the MoU reflects the Government of Pakistan’s broader “Digital Pakistan” vision and highlights PSQCA’s commitment to leveraging technology to improve governance, operational efficiency, and public confidence in state institutions.
