Saqlain Mushtaq Heights Affectees Demand Refund or Timely Handover

Affectees of Saqlain Mushtaq Heights held a press conference in Islamabad on Saturday, demanding either the immediate refund of their invested amounts or a binding, time-bound plan for the completion and handover of the long-delayed residential project. The buyers said they have been waiting for nearly a decade since bookings opened in late 2016 and early 2017, while the apartments remain undelivered and even the grey structure is yet to be completed.
Saqlain Mushtaq Heights Buyers Raise Delay Concerns
According to the affectees, Saqlain Mushtaq Heights was launched in Bahria Town Phase 8, Rawalpindi, as a 50-kanal low-rise residential project featuring seven ground-plus-four-floor towers, 550 apartments, penthouses, and double-basement parking under a three-and-a-half-year installment plan.
The affectees stated that Khalid Awan and Khalid Awan Associates were directly associated with the project’s sales and marketing. According to the buyers, Saqlain Mushtaq and Khalid Awan jointly launched and managed the project and were responsible for the commitments made to purchasers.
Affectees Present Project Documents
During the press conference, the affectees presented the project’s original brochure, which they said carried a signed chairman’s message from Saqlain Mushtaq promising transparency, commitment, quality, and delivery of all commitments made to customers.
They also shared booking records, payment documents, written possession commitments, correspondence, and recent site visuals with members of the media.
According to the documents presented, the original project delivery target was June 2020. The affectees further referred to a letter dated January 16, 2019, which stated that possession of a Tower 7 apartment would be handed over on or before June 30, 2021. The letter also mentioned rental compensation of PKR 30 per square foot per month in the event of delayed possession.
Saqlain Mushtaq Heights Construction Progress Questioned
The affectees said bookings and installment payments were accepted for Towers 4, 5, and 7, but construction did not progress as promised.
According to the buyers, meaningful construction never began on Towers 4 and 5, while Tower 7 remains only partially constructed and has not yet reached a completed grey-structure stage.
They further stated that since at least 2020, buyers have repeatedly sought construction schedules, revised timelines, and formal responses through meetings, phone calls, WhatsApp messages, and written requests.
The affectees said subsequent letters issued by the project’s management acknowledged delays, communication gaps, rising construction costs, and the need for a revised financial and construction roadmap. However, they alleged that no satisfactory roadmap or visible implementation followed.
Buyers Raise Concerns Over Project Rebranding
The affectees claimed that in January 2026 they learned the same project was being marketed under the name Al Muqeet Heights without informing existing Saqlain Mushtaq Heights buyers.
According to them, fresh bookings were being offered for the fifth and sixth floors of Tower 7 under a new payment schedule of approximately three and a half years, while original buyers had already waited nearly ten years for possession.
They also objected to Tower 4 being described as “Not Launched,” arguing that booking agreements, client records, and payment documents demonstrate that the tower had already been sold to existing buyers. According to the affectees, this description contradicts the documented record.
Affectees Seek Written Resolution
Concluding the press conference, the affectees called upon Saqlain Mushtaq, Khalid Awan, and the management of Saqlain Mushtaq Heights to provide a written resolution to the matter.
They demanded either the completion and handover of the project in line with the original commitments or a refund of their investments based on the current market value.
